Key Accountabilities
Procurement and Contract Management (Principal Vendors)
• Ensuring that the strategic procurement and contract management (of principal vendors) activities are aligned to the strategic and business objectives of the the operator business.
• Ensuring that strategic procurement activities achieve agreed KPI's for the The operator business.
• Ensuring that tactical procurement activities achieve agreed KPI's for the the operator business
• Co-ordinating, project managing and issuing the Request for Quotation activities for all external resources.
• Plans, directs, and manages the procurement and contract management activities for the the operator business under direction from the Chief Financial Officer.
• Evaluates suppliers, and negotiates best prices and conditions without compromising quality, awards contracts and co-ordinates with Legal Department to develop transparent, effective and commercial contracts/agreements on behalf of the the operator business, delivering quality contract documents within agreed plans/strategies in a timely fashion.
• Controls all purchase orders issued by the operator to suppliers and ensures all post-contract award commercial services are of a consistently high standard.
• Interprets and makes decisions in accordance with laws, ordinances, rules, regulations, and policies governing the purchase and contracting activities of the operator, implementing and advising on procurement policies; ensuring all procurements follow best procurement practice with appropriate audit trail.
• The role holder has the authority to sign Purchase Orders on behalf of the company, as approved by the Financial Authorities
• Analyses and documents business processes and policies. Develops solutions to enhance efficiencies.
Co-ordinates procurement activities with Group and other Opco's as required
Leadership
• Evaluates current procedures and practices for accomplishing department objectives to develop and implement improved procedures and practices
• Coordinates activities of department with related activities of other departments to ensure efficiency and economy to the company
• Develops the capabilities of the department team through direction, coaching, clear objectives and performance standards, providing feedback and managing individuals
• Assists staff to resolve complex or out of policy operation problems.
• Develops, maintains and improves business and working relationships with contractors/customers and key telecom vendors.
Ensures that synergies are being harnessed, where possible, with other procurements with the group and/or other Opco's.

Required Experience and Knowledge
At least 10 years in a similar Procurement function in a large company (possibly in the telecommunications sector) with 5 years of management experience
International experience a plus
Experience in negotiation, procurement and contract management
Job specific technical skills
Legal knowledge of contracts and tendering procedures
Very good written/spoken English, good written/spoken Arabic desirable
Familiarity with key telecom services and equipment
Knowledge about customs and import rules
Behavioural skills
