1. STATEMENT OF PURPOSE
Historically, telecom operators were fully focused on growth and on capturing the largest possible share of their growing markets. To do that, they had to roll-out the best technology and expand their business very rapidly, with less than ideal focus on cost.
Today, as growth has slowed down, including in emerging markets, telecom operators have started to focus more on cost, and in particular on procurement. The operator as a group, has embarked on a procurement transformation and aims to establish best-in-class strategic sourcing across its foot-print. To that end, The operator is seeking support to cement its organization with best-in-class policies and processes and, additionally, support in optimizing the cost of media and marketing categories, general procurement and professional services categories as well as contract management improvement.
2. SCOPE OF WORK
The operator differentiates its procurement based on categories. Global categories (such as RAN, Core, Transmission) are center-led through the operator group head office Strategic Sourcing, while local categories (e.g. civil works, indirect, marketing, media, contract management) are led by the local OpCos.
The operator seeks to update its own OpCo processes and policies and to optimize the costs of the above 3 categories, as detailed in scope of work below:
1. Update process and policies
a. Design to-be procure-to-pay process
b. Update end-to-end sourcing manual
c. Recommend any required enablers or organizational changes to support the new process and policy
d. Run structured assessment of existing capabilities and identify capability gaps
e. Design commercial evaluation tool that can be used to easily assess savings from commercial bids
f. Support the contract management team by reviewing and optimizing the current process
g. Enrich and expand the existing contract template database
2. Optimize cost of procurement categories
a. Collect and validate RFP requirements from the different stakeholders
b. Support in building and validating the spend baseline and saving opportunities based on global trends and consultant’s global experience and insights
c. Support with best practices for methodology, supplier list and templates for RFP process
d. Support the category leads in building the RFPs contents (technical, commercial and conduct review of contractual), evaluation matrices, reports
e. Supporting the category leads in building cost models and analytics tools for commercial evaluation
f. Support the category leads with data analytics
g. Support the category leads in defining the best sourcing strategies to achieve the target savings
h. Support the category leads in setting the optimum negotiation strategies and tactics
i. Support the category leads in analysing the technical and commercial bids
To complete the above deliverables, we estimate a requirement of 3 FTEs over a 3 months duration. The consultants are expected to be present at the operator in the country for a minimum of 80% of the duration (4 to 5 days per week for a maximum of 66 working days).
3. PROPOSAL SUBMISSION INSTRUCTIONS
Bidders are required to submit two separate proposals (Technical & Commercial). Technical proposal should not include any details on pricing.

c. List of Deliverables for the project
d. Credentials of your firm for similar assignments conducted in the Middle East and North Africa region including client’s name and brief of delivered scope
e. History of serving the operator group head office if any
f. History of serving the operator if any
g. Frameworks and tools that support your ability to conduct this exercise
h. Structured procurement capability assessment tools that can compare The operator’s capabilities against other organizations
i. Proposed team credentials, relevant resumes (CV) with relevant experience highlighted
j. Credentials of experts, including experts with industry experience in telecom procurement
2. Commercial proposal
a. Number of resources allocated for the project
b. Overall fees for the project including all expenses (e.g. travel, accommodation, out of pocket expenses, etc.)
c. Invoicing schedule
3. How to submit proposal
Submission must be only on ARIBA platform before Monday, April 2nd 2018 at 3:00pm local time.
4. TIMELINES
Whilst The operator reserves the right to make changes to the tender programme at its own discretion, the following outline of activity is accurate at the time of issuing this RFP. Please ensure that you have/will have the resources available at key times throughout the process should you be successful in reaching that stage.
