Basic Purpose:
Provides direction and coordination to the finance functions of the OPCO, including financial planning and accounting. Responsible for maintaining the company’s financial policies and procedures by providing direction to one or more finance or accounting managers/specialists. Determines financial needs of the OPCO and individual departments. Plans and directs short-term and long-term financial goals. Monitors the use of restricted funds. Keeps general management level informed of departmental progress and problems. Responsible for resource allocation, including budget and personnel.

Action is checked only by effectiveness of the results obtained and typically requires a long term perspective, is virtually self supervisory.

Main Responsibilities and Duties:
Contributes to the formulation of the OPCO strategy and ensures that all Financial policies and procedures are sound and drive the performance of the OPCO.
Ensures the implementation and maintenance of the operator’s Financial policies and procedures.
Responsible for maintaining the OPCO’s financial policies and procedures by providing direction to one or more finance or accounting managers/specialists:
Works with general management to plan and develop financial policies and procedures
Implements established policies and procedures throughout finance and accounting departments
Determines financial needs of the OPCO and individual departments:
Reviews working capital/cash flow requirements on a regular basis
Negotiates/arranges outside finance, when necessary
Plans and directs short-term and long-term financial goals.
Directs and assists the finance and accounting teams with reporting.
Works with general management to plan and establish corporate budgets.
Monitors the use of restricted funds.
Keeps general management level informed of departmental progress and problems. Presents operating and capital expenditure budgets for review and approval.
Builds relationships with government, regulatory bodies and suppliers, to raise profile and influence decisions within external political/social environment.
Manages the Financial department:
Oversees activities of personnel (i.e., hires, coaches, appraises, rewards, motivates, disciplines, recommends termination as necessary)
Works through managers in setting standards, priorities, and schedules
Additional Duties and Responsibilities:
Assumes other special projects/assignments as directed by the MD.

Qualifications:
15+ years with University Degree (Finance, Business or similar)out of which at least 7+ years leadership experience
Qualified accountant( CFA, ACCA or similar)
Highest technical knowledge of financial statements and financial analysis techniques
Highest level of knowledge about cash management and capitalization processes
Thorough knowledge of IRS reporting requirements
Thorough knowledge of IRS reporting requirements
Proven ability to analyse complex business issues and identify, design and implement effective practical recommendations
Able to operate in a performance driven organization
